There is one non-Russian in Russia for every Russian. The non-Russian peoples, for the most part, are inferior in culture and general development to the real Russian, the Great Russian. He is therefore prone to look down upon the racial minorities and to treat them as a ruling nation does its backward colonies a tendency which aggravates a problem already serious enough. Not being distributed over wide areas, the non-Russian races are not exposed to assimilation. They have their own languages, customs, traditions and ideals.
