What U.S. Attorney General John Garibaldi Sargent did in his first public appearance was to prove completely the first estimate which completely disproves the second. He was, it is true, an evasive witness, evasive through no desire to conceal the facts or any effort to mislead the committee, but simply because he did not know. He spoke so slowly that often a senator would ask him a second question under the impression that he had finished his reply, only to have the Attorney General continue calmly to explain that on this point he had no definite knowledge or was not clear in his mind or had not reached a conclusion or was not familiar with the facts.
