This article literally appraises the book "The American Senate," by Lindsay Rogers. Whether or not the Senate is in need of the defense which professor Rogers offers in this able book is a question regarding which readers will probably differ according to their political persuasion. However unlike the role which the framers of the Constitution cast for it the Senate has in practice become, the upper house of our national legislature has contrived to resist successfully the resounding attacks that have been launched against it, chiefly, it would seem, by paying no keen attention to them; while the latest assault, directed by Vice-President Dawes at the custom of unrestricted debate, appears to have fallen pretty flat.
