The good resolutions of the U.S. Treasury Department not to grant favors in the examination of baggage to persons with a pull when returning from abroad have petered out already. These resolutions were made last spring in consequence of the hubbub over Representative Morgan, who brought some suspicious looking bottles into the country under the privilege of "free entry." But, we live in a democracy, which seems to be a form of government under which it is impossible to enforce laws equally.
