This article focuses on the issues related to political development around the world. Seven years ago the British proclaimed Egypt an independent sovereign state, but they simultaneously informed the powers that nothing was changed by this form of words, that they would continue the special relations with Egypt long recognized by other governments and, in particular, would continue to police Egypt and to protect foreign interests there. The negotiations for the settlement of the Soviet Union-Chinese quarrel over the Chinese Eastern Railway were deadlocked at Manchuli, Moscow.
