This article focuses on social conditions in Cuba, Haiti and Dominican Republic. The population of Cuba is 70 per cent white and near-white, the remaining 30 per cent consisting mainly of Negroes and dark mulattoes, with a sprinkling of Chinese peddlers and merchants in the cities. In Haiti, the upper strata, less than a tenth of the population, are mulattoes of varying degree; the remaining nine-tenths are illiterate, full-blooded Negroes who carry on their agriculture within a system of semi-patriarchal family communism of African derivation. The upper class of highly educated mulattoes in Haiti consists of landowners, government officials, doctors and lawyers.
