Toward Peace

This article focuses on two books "Disarmament," by Salvador de Madariaga and "The Way of Peace," by Viscount Robert Cecil. The spectacle of nations signing with one hand a pact outlawing war while with the other they reach for more guns is slowly disturbing the conscience of nations, so long fed on hypocrisy as scarcely to be conscious even of irony. Yet the recent meeting of the Preparatory Commission on Disarmament at Geneva as usual accomplished nothing. Some hope was, indeed, born for effective plans for reducing naval armaments through a special conference following the British general election.
