In that work one must allow liberty of thought and expression to those who can see other ways than the discredited ones of military force, and the U.S. government will do well to adhere to the principle of free thought "with regard to admission into as well as to life within the U.S. The state must be forever in process of adjusting the law to the ideas and the character of its citizens. It is just this that the government would seem to be undertaking in respect to the newer ideas of war and peace.
