The article focuses on the Federal Reserve Bank fight over the lowering of discount rates. The directors of the Chicago, Illinois Federal Reserve Bank at their weekly meeting considered credit conditions and advised the Federal Reserve Board that in its opinion the Chicago rediscount rate of 4 per cent should stand. The Federal Reserve Bank, according to the Federal Reserve Act, was empowered to establish, subject to the review and determination of the Federal Reserve Board, rates of discount to be charged by the Federal Reserve Bank for each class of paper, which shall be fixed with a view to accommodating commerce and business. It is charged that the reduced rate will stimulate speculation.
