The article focuses on the political conditions of the United States. Senator George Norris announces his candidacy for re-election," that is excellent news for the entire country. Six years ago it required much persuasion to induce this veteran Progressive to stand again. Since then he has declared that he would retire to carry out his plan of becoming Governor of Nebraska and making over the entire State government with a single chamber. It would be bad faith as well as bad economics for Congress to extend the coastwise shipping laws to the Philippines, thereby preventing any but American vessels from trading between the islands and the U.S.
