Enactment of the Hawley-Smoot tariff bill, over which Republican members of the Senate Finance Committee are now sweltering in Washington, will determine whether the power to levy taxes shall remain with Congress where it was vested by the Constitution or shall be transferred to the U.S. President. The bill proposes to give the President power to raise or lower duties up to fifty per cent of the statutory rates whenever the Tariff Commission shall determine that such a change is justified by conditions of competition between domestic and imported products.
