Out in the more backward States the legislatures have long been regarded as so many art academies. Each legislator is arbiter elegant and a true Maecenas ex officio. The native geniuses know no greater recognition than to be acclaimed by the supreme legislatures of their States. One of the most absorbing problems now exercising the legislators in their character of academicians is the selection and adoption of official State songs by act of law. The history of the present agitation may be traced back properly to "Maryland, my Maryland." Born during the Civil War of the Baltimore riots of 1861, it swept into popular favor at once. Although never adopted by the Maryland Legislature, it became recognized indisputably as the Maryland State song.
