The article discusses the book "The Philippine Islands," by W. Cameron Forbes. In this book the author first describes the geography and early history of the islands. He explains in some detail the unfortunate Aguinaldo incident in which Consul Pratt was declared to have promised Aguinaldo immediate independence. He is critical of some of the policies of Governor Robert Taft, notably the artificial creation of the Federal Party, which asked the admission of the Philippines as a State in the American Union. Governor Taft limited his appointments to members of this unpopular party which subsequently disappeared.
