The amendment to the petroleum law submitted by Mexican President to the Mexican Chamber of Deputies toward the end of December and on January 11 published in the Diario Oficial as the law of the land, represents the crowning failure of seventeen years of, for the most part, shameful and inept and unsuccessful American diplomacy in Mexico. With all due respect for U.S. Ambassador Dwight Whitney Morrow, this move by the Mexican Government constitutes one of the most astute maneuvers in international negotiation.
