This article focuses on the book "The Memoirs of Raymond Poincaré (1913-1914), translated by George Arthur. The present reviewer analyzed the first volume of the English version of M. Poincaré's memoirs in The Nation for June 15, 1927. The second volume in English is a paraphrase and translation of essentially the third and fourth volumes of the French edition, "L'Europe sous les armes" and "L'Union sacrée " Fortunately for students of war guilt, the translator has not condensed to any marked degree the section on the crisis of 1914 and people have for the most part a faithful translation of the French text.
