The heartburning and chagrin which resulted from U.S. Governor Hiram Johnson's failure to receive his invitation to a White House dinner to which all other available members of the U.S. Senate Foreign Relations Committee were carefully asked, has doubtless impressed the Great Engineer with the truth that efficiency should begin at home. No President celebrated for the perfect functioning of his personal staff was ever placed in a more embarrassing position. In his letter of apology U.S. President Herbert Hoover did not go into detail, beyond explaining that he learned of the omission on the night of the dinner.
