Non-Cooperation in India

This is a reprint from the Calcutta Forward the text of the resolution introduced by Mahatma Gandhi and passed by the Indian National Congress at Calcutta in the last days of 1928, which delivers an ultimatum to Great Britain. The constitution mentioned here, which provides for Dominion status, was drawn up during the summer of 1928 by an All-Parties Committee headed by Pandit Motilal Nehru, prominent Indian leader and presiding officer of the Congress in Calcutta. Subject to the exigencies of the political situation, this Congress will adopt the constitution, if it is accepted in its entirety by the British Parliament on or before December 311929, but in the event of its non-acceptance by that date or its earlier rejection, the Congress will organize a campaign of non-violent non-cooperation by advising the country to refuse taxation and in such other manner as may be decided upon.
