The facts of political and diplomatic relations between the Government of the United States and the countries which lie to the south of the Rio Grande may be acquired from official documents, reports, books, the press, and similar sources; but the human relations between North Americans and Latin Americans, the racial attractions and repulsions, the intellectual and spiritual contacts the contrasts and agreements between their respective ideals and aspirations, may be known and analyzed satisfactorily only in those regions of the continent where both peoples live in intimate and daily contact.
