The article presents information on the four years development after the "Point Four " program for the economic and technical aid to underdeveloped countries of Asia, the Near East, and Latin America is implemented. In March, 1949, the Economic and Employment Commission dominated by the Western countries, abolitate the Subcommission on Economic Development, responsible for the economic development of underdeveloped countries. On May 21, 1951, Western double-talk was stopped by the U. N.'s publication of the now classic report on Measures for the Economic Development of Underdeveloped Countries. ECOSOC directed the Secretary General to appoint a committee of nine experts to draw up a blue-print for the new International Development Fund and submit it to its next session.
