Haiti-a Plan for Self-Government

News that the American occupation might be withdrawn form Haiti aroused the keenest interest in the island. It was declared that the first among things to be done meantime was the substitution of a civil governor to replace High Commissioner Russell. Reactions to this proposal were various and significant. It is necessary for the Haitian nation to permit a high commissioner or a governor to restore her sovereign rights. But this must be done under some conditions like: Cessation of the convention of 1915; Immediate notification to the Haitian people to prepare for an election, to be held under an altogether liberal electoral rule, for the selection of senators and deputies.
