The article discusses about a conference that was held to discuss French defense issues. Public opinion in Great Britain continues to show increasing disappointment at the slowness of the conference. It is probable that a downright offer to abolish the battleship and submarines and to reduce cruisers still further, subject to corresponding reduction by the other powers, would be enormously popular even in the face of the monstrous French memorandum. Indeed it is felt that such a move would fluke the French defense of the submarine more difficult.
