To the man who is willing to read financial history "with his eyes and not with his prejudices," it is increasingly evident that the banking question in the U.S. has reached a turning of the road. For a good while past, the pathway has dipped steadily downward. The banking system has grown less manageable and less efficient, less solvent, less reliable either as a keeper of money or as a user of it. Federal Reserve banks have shown less and less leadership, and have grown more and more dependent upon the wishes and inclinations, expressed or implied, of small cliques drawn from the financial interests of the larger cities. The result has been an individualism exaggerated at times into something approaching chaos.
