The article focuses on the book "The Internal Debts of the United States," edited by Evans Clark. As a means of attacking the debt evil, the author, in the first place, propose measures of temporary relief. Interest rates, where necessary, should be reduced. A moratorium on interest and principal charges should in case of need be resorted to. Maturing obligations should be refunded, foreclosures proceedings started only as a Past resort. In the second place, the authors urge measures which will help to break the business depression.
