The article addresses the American issue of unemployment. Nobody can touch unemployment in any of its phases without finding that there is one step in government ownership which should be taken as soon as possible. There should be no such thing as a private employment agency. But with the best intentions in the world, and the highest degree of efficiency, it seems that unemployment affects the life of the nation so directly that the nation cannot afford to neglect making this its own private and exclusive business. There are plenty of voters still who do not favor municipal ownership of public utilities. However, gone are the days when it was the custom to scream "Communism" at the suggestion of a city-operated subway.
