Joseph B. Weaver, director of the Bureau of Navigation and Steamboat Inspection, also is on tap. Such appointments would be in keeping with the Administration's performance to date in the ship-subsidy situation. Roosevelt seems determined here as in other things to take one step forward and two back. Weaver has been borrowed from the Newport News Shipbuilding Company to do his present job in the Commerce Department. When his first and second lieutenants there were suspended recently, he talked valiantly of resigning in protest and exposing conditions within the department if they were dismissed.
