Very few persons seem to realize how far-reaching are the amendments to the Social Security Act proposed by the Social Security Board and by the Advisory Council on Social Security and Medicare. If they are adopted by the U.S. Congress, the nation will have, for the first time, a system of social insurance comparable to the better European systems. One of the recommendations of the Advisory Council that has received much publicity, is the suggestion that the coverage of the old-age insurance scheme be broadened by at least six million persons by the inclusion of seamen and employees of non-profit, religious, charitable, and educational institutions, banks, and small enterprises.
