The article presents information about the book "Constitutional Government and Politics," by Carl Joachim Friedrich. Friedrich believes that modern political science is not concerned with either existing or ideal forms of government but rather with instruments of political action in terms of the objectives that government is supposed to serve. The first part of his book is devoted to modern government in the making. The microscope is first focused on the major objectives of government today and the means by which they are achieved. In the second part of the book he is concerned with what is somewhat cumbrously called constitutionalizing modern government.
