The article focuses on the resignation of Ralph S. Kelly, chief of the Field Division of the U.S. General Land Office, in a letter sharply attacking the Department of the Interior for its administration of Colorado oil-shale fields. Kelly declares that these 800,000 acre fields contain more than 40000000000 barrels of oil, worth at least as many dollars, and that the large oil interests are endeavoring to secure titles by fraud and failure to comply with the requirements of the U.S. mining laws.
