This article presents information about the politics and government of the U.S. Shall the U.S. government honestly and fully aid and protect the society which it was created to serve, or shall the state leave this, one of its more important duties, to the U.S. president Herbert Hoover's haphazard and irresponsible "American tradition" and "spirit of voluntary aid." This is the real core of the battle between the Red Cross and the Senate. There is no fleeting political significance in the struggle, and no question of undue Congressional interference or domination is involved; the issue goes straight to the heart of the meaning of government.
