The article focuses on the book "Cabinet Government," by W. Ivor Jennings. This is an indispensable book for every student of the British political system. No other volume exists which throws a light so dear and so revealing upon the operation of the Cabinet system. It is based not merely on a full survey of the printed sources; Jennings has obviously had access to new material, both written and verbal, which has had great influence upon his conclusions. Jennings has not written a historical work, for the most part he confines himself to the experience of the last hundred years, nor has he sought to evaluate the system. Save for an occasional emphasis by adjective, he has been content to describe the system in being.
