The course through the U.S. Congress of the proposed amendments to the Social Security Act has so far been surprisingly smooth. The changes that have been proposed, particularly in the field of old-age insurance, involve far more than mere detail. They are based on a different, and sounder, approach to the fundamental problems of social protection and depend on wholly new principles. These principles deserve careful study, since their application is responsible for many of the inequities of which the critics complain.
