On Being a Nuisance to Japan

The naval discussions in London, England, have proceeded with a notable absence of propaganda of American origin. The restraint has been deliberate. The U.S. is asking Japan to accept continuance of naval inferiority. Japan is asking the U.S. to accept naval parity. The demand of the U.S., is not that Japan should be so weak that the U.S. can veto her in Asia. In theory, Great Britain and the United States ought to be strong enough to do that now. In fact they cannot, as they discovered after the collective denunciation of Japan by the League Assembly, nor can they hope to at the present cost of warships.
