This article focuses on political developments in the United States. The sinking of American gunboat by Japanese bombs, and of three other American ships containing American refugees, will be exploited to the utmost by groups urging divergent policies on the United States. Supporters of the Neutrality Act will seize upon the incident as final proof of the desirability of withdrawing our naval forces from China, and will ignore the plain fact that the gunboat was being used to evacuate American citizens from the Chinese capital. Professional patriots, on the other hand, may be expected to call for armed retaliation against Japan's unjustified attack.
