The article focuses on the anti-dumping arguments. Soviet exports, however, are extremely important in world affairs, and deserve careful consideration-something which the dumping cry makes almost impossible. Dumping is objectionable because it upsets price levels. But Soviet grain exports would unsettle the market even if they were sold at the same price as American, Canadian, or Australian cereals. The rise of an industrialized Germany which disputed the commercial supremacy of well-established trading nations, particularly England, sowed the germ of one world war.
