The article throws light on the announcement that federal control over water-power sites should be confined to an interest in navigation. This merely means that the U.S. Secretary proposes to abdicate all powers of federal regulation of the rates and financial structure of power companies, and destroy the fruits of twenty-five years of conservation work, by the simple device of nullifying the principal provisions of the Federal Water Power Act-one of the most important legislative achievements of the past ten years.
