Militarism in Modern Dress

The article throws light on the Versailles peace treaty, that forbids Germany to impart military instruction of any kind to its youth. This decision was based upon the belief that Germany was through and through a militaristic country and as such represented a peril to world peace. It might be well to determine, before going farther, of just what the essence of militarism consists. It does not lie in the character and strength of the military establishment; but rather is to be found in the spirit which gives the military more influence or power in a state than the civil authorities possess. In this sense Germany without doubt was the most militaristic country in the world.
