According to the U.S. President Herbert Clark Hoover, "prosperity cannot be restored by raids upon the public Treasury." Raids upon the Treasury should never be tolerated whether they come disguised as tax refunds, or as special grants to farmers or other classes, or take the more indirect form of high tariff rates. The question today is of finding sufficient funds to finance a sensible and constructive plan for dealing with the unemployment problem. Thus, careful financial management should begin with the new budget, which calls for expenditures in the fiscal year 1931-32.
