This article focuses on global political and social issues. Adherence to the World Court has never been a policy that Americans could support with unqualified approval, though they prefer it to non-adherence without much hesitation. The court is an imperfect institution, with the shortcomings to be expected of a modest departure into a new international venture. Ten to twelve million unemployed with their families, three to four million indigent people and a countless number of men and women dependent because of illness, child-bearing or other circumstances have been promised that the resources of the U.S. would be mobilized to banish forever from their lives, the terror of insecurity and undeserved pauperism.
