The article focuses on various developments around the world in early 1932. As soon as the first man discovered that he really was a man at last, he doubtless set about to exterminate as rapidly as possible all those creatures who had not yet risen to his heights. It would be nicer if the ascent of man could be demonstrated with a series of skeletons; The proposals placed before the Geneva Disarmament Conference on June 22 by President Herbert Hoover amount to little more than a political trick. The Hoover proposals amount to the brazen suggestion that the U.S. actually increase its army and navy, leaving reduction to other nations.
