The report of the U.S. Federal Trade Commission on conditions in the New York milk shed was released at too opportune a moment. With the producers in a militant mood and consumers talking of boycotts, the commission apparently tried to play safe by saying as little as it could about the disparity between producers' prices and consumers' costs. Yet one incident that found its way into the report indicates why New York farmers are at the point of rebellion. To avoid paying the price for fluid milk established by the state control board, Muller Dairies, a subsidiary of National Dairy Products Corp., leased three of its plants to an affiliated company engaged in the processing of milk for non-fluid purposes.
