The recent decision of the U.S. Congress of Industrial 0rganizations (C.I.O.) to establish a union of federal workers has again brought the question of the government's relation to its more than 800,000 civil employees into the public forum. The U.S. government's claim to special privileges as an employer does not merely limit employee activity in the larger field of action; through restrictive laws and practices it has also served to deprive the government worker of adequate redress when official superiors have disciplined him for organization activity specifically guaranteed him by law. There has been a surprising number of such cases, not only in past years but during the present Administration of Franklin D. Roosevelt.
