A question is raised in the article as how one judges the value of colonial possessions. There are doubtless several different ways and of these the U.S. President Herbert Hoover has given voice to one. After hurried visits to Porto Rico and the Virgin Islands Hoover issued a statement setting forth his observations. Hoover found Porto Rico to have been making "magnificent progress" both in government and in business. Moreover, Hoover learned that the demand for independence had dwindled down to a feeble cry. Hence it was essential that the federal government cooperate with Porto Rico in such matters as education, health, agriculture and expansion of industry and markets.
