This article presents information on political conditions in the world during 1931. Italian Foreign Minister Signor Grandi suggested to the Assembly of the League of Nations on September 8, 1931 for a holiday on new armaments until after the disarmament conference in February 1932. For the first time in seventeen years, Porto Rico has succeeded in balancing its budget. Steadily the island shows improvement in the management of its finances, in its export trade which has increased in volume. Poland again furnishes an acid test for the Assembly of the League of Nations. Rebuked both by Assembly and Council in no uncertain terms far its persecution of the minorities it rules, that country has by no means mended its ways.
