The article focuses on the book "Chester A. Arthur. A Quarter Century of Machine Politics," by George F. Howe. This is a sober and unbiased study of Arthur — the first biography of him which has ever appeared. Undertaken obviously not to glorify him or to write him down, but to present the facts of his odd and little understood career, Howe's book makes a genuine contribution to knowledge of a period in American political history, which is only just beginning to attract the attention of scholars. Arthur himself was one of the few Presidents who turned out to be better than expected.
