If politics were simply an exercise in cold logic, it would be impossible to explain why U.S. President Theodore Roosevelt tolerates, consults, and conciliates a Department of State so drastically at odds with his fundamental purposes. His choice of Secretary Cordell Hull and his support of the Secretary have been due in no small measure to Hull's weight with Congress. Hull was a member of both and he commands a respect on Capitol Hill which no President can afford to overlook. In particular, the Southerners in Congress venerate Hull. He is one of them, in fact their most honored representative in the government.
