The article presents information on two books. "Censorship, 1917," by James R. Mock and "Free Speech in the United States," by Zechariah Chafee. Mock's valuable book furnishes the reader with an interesting picture of the censorship machinery of 1917. Accepting some form of censorship as inevitable in modern war, Mock does not attempt to say where it should end. His principal concern is to warn readers against allowing selfish groups to prolong war time censorship after the emergency has passed. The warning is needed, but even in time of war one dare not grant the right of unlimited censorship to government and it is essential to set down principles by which both government and citizen should be guided.
