Just before setting out for Moscow, Russia, Great Britain Prime Minister Winston Churchill told Great Britain's House of Commons that a sharp division of opinion within the government regarding the compensation clauses of the Town and Country Planning bill, then in its committee stage, compelled him to ask for withdrawal of that part of the measure to allow time for negotiation of a compromise. The request led to a long and the government had long ago publicly accepted heated debate, for the principle at stake, that land acquired for the development of "reconstruction areas" should be paid for on the basis of its value on March 31, 1939.
