The division between the Soviet Union and the West has almost isolated Russian science. Three years ago the Soviet government took a step toward establishing closer contacts with foreign science by bringing prominent scientists from nearly all the United Nations to Moscow for the 220th anniversary of the Academy of Sciences of the Soviet Union. For a year and a half it has been difficult for foreign scientists to visit Soviet laboratories. Moreover, about a year ago, the Russian government issued a regulation requiting Soviet scientists to conduct correspondence with scientists abroad through the Foreign Ministry. Contrary to widespread reports, there has been no halt in the export of Russian technical and scientific books and periodicals.
