This article focuses on hearings on a group of resolutions dealing with the structure of the United Nations (UN) by the House Foreign Affairs Committee. Congressional interest in world government did not just happen. Popular pressure is forcing the U.S. Congress to take account of the impotence of the U N as it is now constituted. But popular pressure itself does not just happen. It must be marshaled and channeled to be effective. No fewer than five major organizations now working to improve the UN or transform it into some form of world government are giving direction to the growing fears of the American people.
