This article focuses on political conditions in Balkans during World War II. During this war, military and political developments in the Balkans have differed from those in France and Italy. The Balkan resistance forces have liberated substantial areas of their countries without the immediate presence of Allied armies and the basis of popular democratic government has been laid out without the aid of Allied military authorities. If the great powers will allow the Balkan peoples to settle their own destiny, the democratic forces can realize the federation and consequently the democratization of the Balkan region. A Europe of independent states offers the only safe basis for a federal solution in the Balkans.
